Evidence discipline
Signal outputs separate observed evidence from inference, assign explicit confidence to every material point, and record it all in a Signal Log so stakeholders debate facts and implications — not vibes.
Confidence is computed from channel coverage, consistency across roles and functions, recency, identity certainty, and sample adequacy. Contradictions are surfaced, not averaged away. That is what lets a buyer defend a Proceed / Conditional / No-Go call — and write mitigations that match reality.
Procurement-safe by design. Tier A uses public-signal proxies only — no claims of private access, no fabricated sources, clean separation of evidence from inference, and an auditable log. Tier B adds direct measurement while preserving anonymity.
